 In a small West African city grappling with the challenges of a rapidly growing population, town counselors gathered to discuss potential solutions. The local population had doubled due to high birthrates, leading to increased demand for land, clean water, and jobs, resulting in violent confrontations over scarce resources. Realizing the need to address the issue of high birth rates, the counselors shared stories of other towns' unsuccessful attempts at reducing births through laws, free distribution of birth control, and public education programs.  However, a young person who had recently studied sociology at a nearby university proposed an alternative approach: providing women with education and job opportunities. The counselors were intrigued, and the student explained that studies had shown the success of this method in reducing birth rates worldwide. The chapter later delves into the reasons behind this recommendation.
