Laws are sand, customs are rock. Laws can be evaded and punishment escapes, but an openly transgressed custom brings sure punishment.—Mark Twain.

Why? What did Twain mean by that?

In this quote, Mark Twain is emphasizing the power of customs and traditions in a society.

Because He thinks that customary behavior is deeply rooted in a society and forms the foundation of its social norms,

so violating them would lead to social disapproval and possibly exclusion from the group.

Because In conclusion, he thoughts customs are more enduring and fundamental than laws.
